Executive Summary:

Staff is requesting the Board of Supervisors, acting as the Directors of the Lake County Watershed Protection District (District), authorize the Water Resources Director to apply for the California Department of Water Resources (DWR) Flood Maintenance Assistance Program (FMAP) and Operation, Maintenance, Repair, Rehabilitation, and Replacement (OMRR&R) agreement.

The FMAP is a program that provides state funds for eligible maintenance activities to Local Maintaining Agencies (LMAs), including Maintenance Areas (MAs), for the purpose of obtaining acceptable maintenance if the State Plan of Flood Control facilities (Levees, channels, and structures).

The primary goal of the program is to reduce the chance of flooding and property damage during high water events; and, to improve the public safety, community preparedness, and emergency response. Supporting goals are to improve operations and maintenance, promote ecosystem functions, improve institutional support, and promote multi-benefit projects.

This application, if approved from DWR, would allow the District to participate in FMAP program with DWR, to complete much-needed levee maintenance areas within the Upper Lake levee system.
