Subject: (Sitting as the Lake County Sanitation District, Board of Directors) Adopt Resolution revising the Fiscal Year 2024-2025 Adopted Budget of the County of Lake by closing out Fund 702 State Revolving Loan Fund Northwest and appropriating unanticipated revenues to Lake County Sanitation District Northwest Regional Capital Improvement Reserve Designation, in the amount of $2,521,281 to make appropriations in the Budget Units 8355, Object Code 783.18-00,783.61-60 and 783.62-74 for multiple Capital Improvement Projects.
Executive Summary: (include fiscal and staffing impact narrative):
A loan contract was made on February 27, 2001, between the State Water Resources Control Board and Lake County Sanitation District to provide funding for the Northwest Regional Wastewater Treatment Plant Improvement Project. The project consisted of upgrades to pump stations, construction of a force main and aerated lagoons, installation of a disinfection system and SCADA system and was part of the Basin 2000 Phase of the Lake County Wastewater Resue System Project.
The first disbursement from Loan No. C-06-4086-110 was on October 17, 2001, and a payment schedule was established for the loan to be repaid by the customers of LACOSAN NW via a line item on their bi-monthly sewer bill. Fund 702 was established as a separate fund for proper tracing of the loan revenues and expenditures and the final payment on the loan was made on February 1, 2018. There is a remaining balance in Fund 702.
The funds collected for the loan were designated for the Northwest Sewer treatment plant improvements and the appropriate use of the remaining balance would be for Capital Improvement Projects (CIPs).
