Subject: Consideration of Resolution Authorizing the Delegation of Authority to Public Services Director to approve and execute Change Orders for the Agreement for Construction of the Lake County Sheriff Administration Facility Renovation Project
Executive Summary:
As your Board is aware, the County is renovating the former National Guard Armory to serve as the new Lake County Sheriff Administration Center. On December 17, 2024, your Board approved an agreement for construction with Wright Contracting in the amount of $11,965,000. Construction is underway and progressing satisfactorily.
Construction projects often encounter unexpected conditions during execution, necessitating adjustments to the original scope of work defined in the contract to address these unforeseen issues. This is especially common in building renovation projects because of the nature of reusing existing infrastructure, even with detailed as built drawings and a comprehensive building inspection occurring during the design phase. While change orders are routine, solutions can require prompt approval to keep the project moving forward, on schedule, and within budget. The existing administrative approval process can prolong the construction schedule and potentially lead to contractor claims for project delays.
To minimize these concerns, the Public Contract Code (PCC) allows for the delegation of authority to a county official to approve and execute change orders, subject to Board-established monetary limits. Staff requests your Board's delegation of authority to the Public Services Director to approve and execute contract change orders for the Lake County Sheriff Administration Facility Renovation Project, in accordance with PCC 20142, with the following highlights and limitations:
