Subject: Adopt the Resolution of Application Requesting the Dissolution of the Scotts Valley Water Conservation District pursuant to the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000

Executive Summary:

The Scotts Valley Water Conservation District (WCD) was established in 1972 to promote and manage water resource conservation within the Scotts Valley area. However, since its formation, the District has remained inactive providing no services and struggling to maintain a functioning Board of Directors. This administrative inactivity has rendered the District unable to fulfill its intended mission.

Pursuant to the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 (Government Code ?56000 et seq.), a local agency may initiate proceedings to dissolve an inactive district through the adoption of a Resolution of Application. The County of Lake, acting on behalf of the Scotts Valley WCD, seeks to initiate such proceedings to improve local governance efficiency and clarify jurisdictional responsibilities related to water resource management.

Adoption of this Resolution of Application will authorize County staff to submit the required materials to the Lake Local Agency Formation Commission (LAFCo) for review and processing. Dissolution of the inactive District is in the public interest and will streamline government operations by removing a non-functioning special district from the local governance framework.
