Subject: Approve Agreement between the County of Lake and Strata Architecture Planning Management for Architectural and Engineering Services for the Emergency Operations Center Renovation Project

Executive Summary:

The Lake County Sheriff's Office is seeking to modernize the Office of Emergency Services and Alternative Work Program building located at 1375 Hoyt Avenue in Lakeport. The building also serves as the primary location for the Lake County Emergency Operations Center (EOC). Last year the County secured a $988,600 Department of Homeland Security Emergency Operations Center grant which, along with the 25% local match required of the grant, will help fund the design and construction of upgrades to the existing facility to enhance emergency operations.

On May 21, 2024, following a competitive solicitation, your Board approved a General Services Agreement with Strata Architecture Planning Management (Strata) for professional architecture and engineering services. Once preliminary planning was completed for the EOC project, staff requested from Strata a scope of work for design services. Included with this memorandum is a Supplemental Services Agreement with Strata not to exceed $127,956.00 for architectural and engineering services for the EOC Renovation Project. Appropriations for the Supplemental Services Agreement are included in Budget Unit 1785, Public Safety Facilities.
