Subject: (Sitting as the Board of Directors Lake County Watershed Protection District) Approve the Resolution authorizing the Lake County Watershed Protection District to accept a California Natural Resources Agency Grant Agreement not to exceed $156,500 for the project titled "Improving Waterways through Invasive Species Management and Native Shoreline Restoration," and approve the Water Resources Director as Signature Authorization to Execute Agreement.

Executive Summary:

Staff is requesting the Board of Supervisors, sitting as the Directors of the Lake County Watershed Protection District ("District"), approve and adopt the attached resolution and authorize the Water Resources Director to execute the grant agreement between the District and the State of California Natural Resources Agency (CNRA) to conduct a project called "Improving Waterways through Invasive Species Management and Native Shoreline Restoration". This project was reviewed, approved, and funded by Prop 68 funds through the Blue Ribbon Committee for the Rehabilitation of Clear Lake.
This item is not expected to be controversial and is therefore placed on the consent agenda.
The total of the grant will not exceed $156,500 and will complement other grant projects that provide primrose management and native shoreline restoration. It is well established that natural shorelines are essential in improving water quality of lakes through improved nutrient cycling and shoreline erosion prevention. Additionally, natural and native shorelines provide accessible high-quality littoral-zone habitat for fish and wildlife, including the state-listed Clear Lake hitch.
