Subject: Consideration of a Supplemental Response to the 2024-25 Lake County Civil Grand Jury's Final Report

Executive Summary:
As your Board is aware, the Lake County Civil Grand Jury is an examining and investigative body that makes findings and recommendations intended to improve systems, procedures, and methods of operation. A Final Report is issued annually, documenting the Grand Jury's Findings and Recommendations. Your Board authorized submittal of a response to specified Recommendations, in continuation of customary practice, in September of 2025.

Presiding Judge, Michael Lunas, on behalf of the Civil Grand Jury, requested your Board and County Departments supplement September's Responses by addressing all cited Findings. In response, Department Heads and Administrative Office and Counsel staff prepared the Supplemental Responses attached hereto.

Additionally, internal practices have been updated to ensure all future Grand Jury Responses consistently address both Findings and Recommendations (the attached County Administrative Office-Human Resources Division joint Response is an example), pursuant to Penal Code Section 933 et seq. We greatly appreciate the contributions of County Department Heads and guidance of Presiding Judge Lunas.

All Departmental Supplemental Responses and Your Board's draft Supplemental Response are attached. These draft Responses conform to the requirements of the Penal Code.
