Memorandum

Date: May 5, 2026

To: The Honorable Lake County Board of Supervisors

From: Brad Rasmussen, District 4 Supervisor

Subject: Consideration of Presentation of the Lake County Positive Norms (PCN) Project

Executive Summary:
The Lake County Positive Community Norms (PCN) project is a data-driven movement designed to cultivate a culture of hope and resilience throughout the community. Using the Science of the Positive framework, the initiative shifts the local narrative from a focus on traumatic experiences to the positive majority of healthy behaviors already existing in the county. The project specifically aims to improve long-term outcomes by increasing neighborhood connections and fostering Positive Childhood Experiences (PCEs) that act as buffers against trauma. Through unified messaging and community-wide surveys, the Lake County Office of Education, Children's Council, and Lake County Probation are working together to ensure that the healthiest choices become the most visible and socially supported norms.
