Subject: Consideration of Presentation of by Community Development - Code Enforcement on Final Draft Drone Policies

Executive Summary: As part of our commitment to improving operational efficiency and ensuring compliance with legal and ethical standards, we have developed Code Enforcement Drone Operations, Inspection Warrants, and Data Retention policies (with consultation from Civica Law and County Counsel. Drones or UAS (Unmanned Aerial Systems) use in code enforcement can enhance enforcement. These policies provide clear guidelines on how drones can be utilized to enhance our ability to investigate and address code violations while maintaining transparency and respect for privacy.

According to draft policies, drones may be deployed for inspecting inaccessible areas, documenting potential violations, and responding to emergencies related to code enforcement. Operations must comply with all privacy laws. Data collection will be limited to areas directly related to active investigations. All drone operations must adhere to FAA regulations, including operator certification and pre-flight approvals.

Additionally, all Code Enforcement Drone Operators have completed the necessary training with PSI Services LLC., a drone consultant training company in preparation for FAA Part 10. All Code Enforcement Drone Operators have acquired their Temporary Airman Certificate to allow for flight of small, unmanned aircraft.
