Executive Summary:
Staff requests your approval of Amendment No. 1 to the Agreement for Engineering and Design Services with Brelje & Race Consulting Engineers for the CSA-2 Spring Valley Water Distribution System Improvements Project.

The original Agreement (July 23, 2024) established a not-to-exceed amount of $259,900.00. The proposed Amendment increases the not-to-exceed amount by $126,900.00 to a new total of $386,800.00. This adjustment is fully supported by the Planning Grant from the State Water Resources Control Board and reflects the expanded scope necessitated by project evolution (detailed in the attached Contractor letter and tabulation), which now includes all main replacements and environmental.

Key changes include additional design to 60%, geotechnical, right-of-way, and environmental (cultural resources) work. Final design is part of the next phase of the Grant and will be included in the Construction Grant. The amendment maintains the project schedule and ensures compliance with grant requirements. To date, approximately $101,478.80 has been invoiced under the original budget. The Amendment has been reviewed by Special Districts Administration and County Counsel. Approval will allow the project to proceed efficiently toward the 60% design submittal and secure full grant funding.
