Subject: a) Pursuant to Section 2-38 of the Lake County Code, Waive the Competitive Bidding Process for Enhanced Elements of the Scope of Services with Walnut Creek Consulting; and b) Approve Amendment No. 1 to Agreement for Behavioral Health Contract Management Services with Walnut Creek Consulting to Increase the Not to Exceed Amount to $45,900, Update Scope of Services, and Authorize the Chair to Sign
Executive Summary:
Your Board directed staff to issue a Request for Proposals (RFP) for Contract Management Services. Following an open and competitive process, we were pleased to award a contract to Walnut Creek Consulting. That agreement was signed December 11, 2022, with a Scope focused on provision of Contract Management Services, in the not-to-exceed amount of $23,126.
Following my appointment as Interim Director, it became clear that Walnut Creek Consulting's owner and principal, Stephan Betz', experience as Behavioral Health Director in other California counties could be leveraged to support leadership of the department during this time of transition.
Mr. Betz' experience can also be beneficial to the onboarding of a permanent Behavioral Health Director.
The Contract Amendment before your Board broadens the Scope of Services to include the support of these new objectives, corrects a typo in the completion date and increases contract total.
The new recommended not-to-exceed amount is $45,900. It was calculated based on all tasks available in the Scope of Services, which will be provided on an as needed basis.
While our Department regrets we were unable to anticipate finding a candidate for Contract Management Services that could likewise provide this level of enhanced support so this could have been included in the initial RFP, staff undertaking an additional purchasing process would add considerable ...
