Subject: Approve Contract between County of Lake and California Department of Social Services for Adoption Services for $266,867 per year and authorize the Chair to sign.

Executive Summary:
Welfare and Institutions Code (W&IC) Section 16130 provides the California Department of Social Services (CDSS) the authority to act on the county's behalf in situations where the county lacks its own adoptions program. Through the standard agreement, CDSS agrees to provide adoption services for County of Lake, which includes case management, assessments of children and prospective adoptive parents, completion of reporting requirements, medical and social background checks, the provision of relinquishment services for birth/legal guardians, and other related adoption services as needed. CDSS and LCDSS also agree to coordinate efforts in promoting permanence for children in out of home care, exchange information about casework, establish timelines, recruit and train prospective adoptive families, and establish other coordination as needed. The agreement with CDSS has no planned end date but does not prevent LCDSS from establishing its own adoptions program in the future.

No bidding process was completed, as CDSS is the only entity with the authority to complete this work on behalf of LCDSS.
