Subject: Approve Second Amendment to Contract between County of Lake and North Coast Opportunities, Inc. for Stage One Childcare Services, in the amount of $950,000.00 per fiscal year from July 1, 2023 to June 30, 2025, and authorize the Chair to sign.


Executive Summary:
North Coast Opportunities, Inc. (NCO) provides Stage One Childcare Services to Lake County clients receiving CalWORKs cash aid. Services include enrollment and payments to childcare providers, as well as coordination with LCDSS, and verifying the licensure of service providers. This Second Amendment to Contract changes the compensation and budget sections to reflect increases in childcare spending. For the period of July 1, 2023 to June 30, 2025, contractor now has a spending limit of 950,000.00 per fiscal year. The state funding for Stage 1 childcare is uncapped and based on childcare provided. Childcare demands have increased more rapidly than anticipated, due to a recovering economy, therefore an amendment is required to increase the annual cap LCDSS has set for our Stage 1 childcare contractor, NCO.
