Memorandum
Date: July 8, 2025
To: The Honorable Lake County Board of Supervisors
From: Elise Jones, Director of Behavioral Health Services
Subject: Consideration of Amendment No.2 to the Agreement Between County of Lake and California Mental Health Services Authority "CalMHSA" Semi-Statewide Enterprise Health Record Program in the Amount of $1,528,816.56.
Executive Summary:
Amendment No.2 increases the total compensation in the agreement between the County of Lake and California Mental Health Services Authority. The revised total maximum funding amount of $1,528,816.56 includes $1,506,816.56 in committed programmatic purchases and $22,000 for AMA licensing fees. This amount represents an overall increase of $69,222.91 from the original agreement's total maximum funding of $1,459,594.
When SmartCare includes CPT(r) codes (which it does for documentation, billing, and reporting), the AMA requires a license for each organization that uses the codes. Netsmart (SmartCare's vendor) must pay these fees and often passes them on to the county or agency in the form of:
* A line item labeled "AMA CPT License Fee," or
* An embedded annual charge per user or per site
