Executive Summary:
The County of Lake Code Enforcement division has benefited from the use of satellite imagery through Planet Labs PBC during Fiscal Year 22-23 to identify illegal cannabis cultivation sites and streamlined the ability of code enforcement to respond.

Lake County was awarded funding for this satellite imagery service through a Proposition 64 - Public Health and Safety Grant. The focus of this grant is to support code enforcement operations against unlawful cannabis cultivation. On May 10, 2022, the Board approved a 12-month agreement not to exceed $49,950. The attached agreement extends these services not to exceed an amount of $55,044.21.

Planet Labs PBC is the designated service provider pursuant to the State's grant, and Code Enforcement staff has worked towards integrating this product's hosted platform into their illegal cannabis cultivation enforcement efforts as proposed in the Proposition 64 grant. Currently, Planet Labs satellite imagery has been a necessary support to our code Enforcement staff in their efforts. The Community Development department does not foresee a need to explore procuring more expansive satellite imagery services, including imagery products available through other vendors.

Staff requests the Board waive the formal bidding process pursuant to Lake County Code
Section 38.1, as it is an extension of an annual agreement, approve the agreement, and authorize the Chair to sign.
