Subject: (a) Bid Approval for the purchase of Motorola radios and (b) Authorization to issue a Purchase Order to Command Communications in the amount of $182,812

Executive Summary:

The Sheriff's Office is requesting the Board of Supervisors approval for the purchase of P25 mobile radios with encryption and upgrade of our existing P25 portable radios with the same encryption. The Sheriff's Office utilizes two-way radio as the primary means to communicate with field personnel in both emergency and non-emergency situations. The replacement is necessary to meet new encryption mandates regarding disseminating sensitive criminal justice information and personal identifying information. The radios being replaced and/or upgraded do not support the required encryption.

A sealed bid was issued on January 13, 2021, a copy of which is attached for your review. Three bids were received and the outcome is as follows:

Motorola Solutions $586,268
These are for the purchase of new Motorola radios. The vendor has proposed a lease option at a cost of $128,129 per year for a period of five years.
Command Communications #$182,812
These are for the purchase of refurbished Motorola radios. This price includes a 5 year warranty.
Vision Communications $367,033
These are for the purchase of Viking Radios. These radios do not meet our requirements.

It is the Sheriff's Departments recommendation to award the bid to Command Communications. They can provide refurbished mobile radios and provide the upgrade to the existing portable radios that meet the department's requirements, are a fraction of the cost of new radios and include a two-year warranty. The radios are tested by the vendor to ensure they meet all manufacturer performance specifications.
