Subject: Adopt a Resolution authorizing the Behavioral Health Director, or designee, to execute the Proposition 36 Implementation of Behavioral Health Requirements Subrecipient Agreement with Sierra Health Foundation: Center for Health Program Management in the amount of $407,749.11 for the period of March 1, 2026 through March 31, 2028, and to execute related documents necessary to administer the Agreement.

Executive Summary:

Sierra Health Foundation: Center for Health Program Management ("The Center") has entered into a Prime Contract with the California Department of Health Care Services for the administration of Proposition 36 funds designated for counties. Through this funding opportunity, The Center has issued a Subrecipient Agreement to Lake County Behavioral Health Services to support implementation of Proposition 36 behavioral health requirements.

The Agreement provides funding in the amount of $407,749.11 for the period of March 1, 2026 through March 31, 2028. Funding will support activities associated with Proposition 36 implementation, including planning, capacity building, behavioral health evaluations, treatment coordination, data collection, reporting, and collaboration with justice system partners.

Approval of this item will authorize the Behavioral Health Director, or designee, to execute the Agreement and related administrative documents required to accept and administer the funding. Any amendment that materially increases County obligations, requires additional County General Fund contribution, or substantially changes the scope of services will be returned to the Board of Supervisors for approval.

The Agreement provides revenue of $407,749.11 over the term of March 1, 2026 through March 31, 2028. No County General Fund contribution is required. Funding will be incorporated into the Behavioral Hea...
