Subject: 10:30 A.M. - Consideration of a Collaborative Governance Agreement Worksheet for the Habematolel Pomo of Upper Lake’s Grant Application for a Community Resilience Center Program Round 2 Implementation Grant Application
Executive Summary:
On September 1, 2026, your Board approved a Letter of Commitment for the Habematolel Pomo of Upper Lake’s (HPUL) collaborative grant application to the California Strategic Growth Council’s Community Resilience Center (CRC) Implementation Round 2 Grant Program that will leverage funding they received from Congressman Mike Thompson who successfully championed a $3.15 million HUD Community Project Funding award to support construction of a Tribal Community Center for HPUL.
In addition to the construction of a Community Resilience Center, the facility will provide emergency systems, backup power, kitchen and hygiene infrastructure, outdoor cooling features, and operational capacity the center needs to open as a fully functioning emergency shelter serving both Tribal and non-Tribal residents.
The grant application forms a partnership between HPUL, the County of Lake, and the American Red Cross and represents a collaborative approach to community resilience to meet the day-to-day needs of the HPUL community, and during extreme weather or declared emergencies, the general public as well.
The grant application requires that a Collaborative Governance Agreement Worksheet be completed as well as signed by the lead applicant, HPUL, and both grant partners, the County of Lake and the American Red Cross.
Once the grant is awarded, the worksheet will serve as the basis for a formal agreement. This worksheet is not legally binding but is required to be signed by all parties and submitted as part of the grant application pack...
