Executive Summary:

The Lake County Watershed Protection District is responsible for maintaining the Middle Creek Flood Control Project located near Upper Lake. Maintenance activities include periodic re-graveling of the levee patrol roads. Earlier this year, the District entered into an Agreement with California Department of Water Resources (DWR Agreement Number 4600015914 & 2023-FSRP2021-NA09-01) and the Resolution Authorizing the District to Accept Funds (Resolution 2024-22) was approved by the Lake County Board of Supervisors. The scope of work for the project generally consists of embankment repair of levee slope and buildup of subgrade to approximately 0.30 miles of levee; subgrade preparation, purchase, delivery, spread, and compaction of aggregate base to approximately 1.27 miles of levee patrol roads. The agreement with DWR stipulates that work must be completed by December 2025.

Grant funds were made available in May 2024. On August 15, 2024, the Water Resources Department publicly opened bids for the project. Two (2) responsive and responsible bids were received. The lowest bidder was Wylatti Resource Management from Covelo, CA. However, County of Lake Code of Ordinances, Chapter 2 Article X Purchasing Section 2- 41.5, Local Vendor Preference, provides a 10% preference for contractors from Lake County.
