Subject: Approve Contract between County of Lake and Lake County Office of Education for Foster Youth Services, in the amount of $45,000.00 per fiscal year from July 1, 2023 to June 30, 2024, and authorize the Chair to sign.
Executive Summary:
All county offices of education (COEs) or consortia of COEs are eligible for Foster Youth Services Coordinating Programs (FYSCP) funding. Legal Authority: California Education Code 42920-42926 Funding Authority: Senate Bill 154, Budget Act of 2022. Lake County Office of Education (LCOE) has agreed to provide Foster Youth Services as described in Education Code Section 42921 to children living in resource family homes in Lake County that aim to ensure foster children have minimal disruptions in their education, caused by foster care placement changes. LCOE has the ability to coordinate services for Foster Youth throughout the counties many school districts. The services include facilitating communication among parties, prompt transferring of education records, and referring foster youth to various services including mentoring, counseling, transitioning services, and emancipation services. This contract was approved in the past. In FY 22-23, LCOE served 67 foster youth between K-12 grade in county and another 23 out of county. This new contract would continue to allow LCOE to enhance the services given to Lake County foster youth by creating better collaboration between Lake County Department of Social Services (LCDSS) Child Welfare Services (CWS) and LCOE. It allows LCOE to give regular updates on the status, attendance, grades, and performance of Lake County foster youth to CWS. It also allows the foster youth liaison to collaborate with LCDSS CWS on field trips, transportation and other eligible services to ILP youth.
