Subject: Exemption from Competitive Bidding - Purchase of Seven Motorola V700 Body-Worn Cameras Through Sourcewell Contract #101223-MOT
Executive Summary: The Lake County Sheriff's Office requests approval to purchase seven (7) Motorola V700 Body-Worn Cameras and associated licensing from Motorola Solutions utilizing Sourcewell Contract No. 101223-MOT.
This purchase qualifies for an exemption from the competitive bidding requirements of Lake County Code Article X pursuant to Section 2-38.4, Cooperative Purchases. The County's purchasing ordinance authorizes the use of cooperative purchasing agreements and permits the County to utilize contracts that have been competitively solicited and awarded by another public agency when doing so is in the County's best interest.
Sourcewell is a governmental cooperative purchasing organization that conducts formal competitive solicitations on behalf of participating public agencies throughout the United States. Sourcewell Contract No. 101223-MOT was awarded to Motorola Solutions following a competitive Request for Proposal (RFP) process for Public Safety Surveillance Solutions, including body-worn camera systems, in-car video systems, digital evidence management solutions, software, accessories, and related services. The contract remains active through December 15, 2027.
The Motorola V700 Body-Worn Camera is compatible with the Sheriff's Office's existing Motorola body-worn camera and digital evidence management platform. Procuring these additional cameras through the existing Motorola ecosystem will allow the Sheriff's Office to expand deployment to personnel not currently assigned a camera while maintaining interoperability, consistent evidence management practices, standardized training, and operational efficiency.
