SUBJECT: Consideration of an Agreement between North Coast Solar and KCWWD#3 for the Installation of a 251kW Solar Array at the Kelseyville Wastewater Treatment Plant and authorize the Chair to sign.

EXECUTIVE SUMMARY: On June 20, 2017 the board approved the proposed solar facilities at the Kelseyville Wastewater Treatment Plant and directed staff to bring back a plan for consideration. Staff compiled a Request for Proposals to solicit qualified firms for the design and installation of a solar array at the treatment plant. The RFP was distributed in accordance with County purchasing policy on July 28, 2017. Proposals were due no later than August 31, 2017 and four proposals were received from the following firms: CalCom Solar of Visalia, CA; North Coast Solar of Santa Rosa, CA; Staten Solar of Milpitas, CA; Sunworks Solar of Roseville, CA. A Consultant Selection Board was convened and it was recommended that negotiations proceed with North Coast Solar as the most qualified firm.

Two options were reviewed for the size of the array, a design to offset approximately 67% of the annual electrical usage and a second design to offset about 100% of the annual electrical usage. Staff decided to pursue the design which should offset 100% of the electrical usage as it provides for current needs and has the potential for future benefits. The value of this system may increase if Renewable Energy Credits are established in California as they have been in other states. North Coast Solar has proposed a municipal financing option over a ten year period with payments into an escrow account by the District. The equivalent monthly payment would be less than the current monthly PG&E bills resulting in a net savings for the District from the outset.
