MEMORANDUM

FROM: Todd Metcalf, B.S., Behavioral Health Services Administrator
DATE: October 1, 2019
SUBJECT: Approve Long Distance Travel for Richard Yocum to attend the Clarity Human Services User Conference and Training October 9-11, 2019 in Las Vegas, NV.
EXECUTIVE SUMMARY:
In January of 2019, Lake County Behavioral Health Services took over administration of the Lake County (housing) Continuum of Care (CoC), a coalition charged with addressing issues in the county around homelessness and housing. Governed by the U.S. Department of Housing and Urban Development (HUD), the CoC is mandated to utilize a database known as the Homeless Management Information System (HMIS). The current system in use is inadequate and does not meet all the mandates and requirements of HUD.
The CoC has purchased a new HMIS database system (approved by HUD and the State of California) and must now send staff to a “train the trainer” training in Las Vegas, Nevada. This training conference will enable staff to gain the knowledge and skills necessary to operate the HMIS system and to train other members of the CoC in the operation of the HMIS system. We have selected one of our Business Software Analysts, Richard Yocom, to attend this training.
