Subject: Consideration of a Comprehensive Retailer Licensing Tobacco Ordinance (TRL) and Code of Ordinance in efforts to address the continual decline of Lake County's Health Rankings and the high rates of youth tobacco use.

Executive Summary:
The proposed tobacco retail license ordinance aims to regulate the sale of tobacco products within our community. By requiring retailers to obtain a license, Lake County can effectively monitor and enforce compliance with laws regarding age restrictions, product sales and product safety. This initiative not only promotes public health by reducing youth access to tobacco but also enforces state regulations.
Tobacco use remains the leading cause of preventable disease, disability, and death in the United States. Commercial Tobacco cost Californians annually $9.8 Billion in Health Care Costs, $1.4 Billion in Lost Productivity, $3.8 Billion costs to the Medi-Cal program, and $41 Billion for Tobacco Product Waste Cleanup. Policies like this address the youth vaping epidemic including health risks of Tobacco Products, and effects of tobacco litter on the environment!
