Subject: Approve Amendment No. 1 to the Agreement Between the County of Lake and SY Psychiatry LLC for Substance Use Disorder Treatment Medical Director Responsibilities on Behalf of Lake County Behavioral Health Services for Fiscal Year 2025-2026 for an Amount Not-to-Exceed $450,000 and Authorize the Chair of the Board to Sign.

Executive Summary:
Lake County Behavioral Health Services is requesting approval of Amendment No. 1 to the Agreement between the County of Lake and SY Psychiatry, LLC for Substance Use Disorder Treatment Medical Director responsibilities on behalf of Lake County Behavioral Health Services for Fiscal Year 2025-26. The original agreement was effective July 1, 2025, and was approved with a not-to-exceed amount of $350,000. Amendment No. 1 increases the agreement compensation by $100,000, for a new total not-to-exceed amount of $450,000.
SY Psychiatry, LLC provides required Substance Use Disorder Treatment Medical Director services that support the County's Drug Medi-Cal Organized Delivery System (DMC-ODS) program. These services are necessary for regulatory compliance, clinical oversight, medical necessity determinations, treatment plan review and approval, continuing services justification, consultation with clinical staff, and overall program integrity. The Substance Use Disorder Treatment Medical Director role is a required component of DMC-ODS operations and supports the County's ability to provide and claim allowable substance use disorder treatment services for Medi-Cal beneficiaries.
The requested increase is based on increased utilization of medical director services during Fiscal Year 2025-26.
