Subject: Consideration of Authorizing Special Districts to Develop a Proposal With EGX Energy to Locate Geothermal Facilities on the Southeast Treatment Plant Property

Executive Summary:

There have been preliminary discussions between EGX Energy, the Administration Office, and Special Districts on siting a geothermal power plant and wells on the Southeast Treatment Plant property, which is owned by the County. The location has interest due to high subsurface heat, absence of fractured geology, and proximity to transmission lines. EGX Energy is open to a possible development agreement that would include improvements for Special Districts and a ground lease in lieu of property taxes for the County. Special Districts is seeking Board of Supervisors' approval for staff time to work on a proposal with EGX Energy for Board consideration.
