PROCLAMATION
HONORING PHIL KIRBY ON 51 EVENTFUL YEARS
IN EDUCATION - 47 IN LAKE COUNTY

WHEREAS, Learning has been a lifelong love for Phil Kirby, who earned a Bachelor of Arts degree in English in 1971 at Sacramento State University, and went on to attain a Master's degree in Educational Administration at the University of San Francisco (culminated in 1980); and
WHEREAS, Kirby began his teaching career at Sacramento's Holy Spirit School, and then moved Pittsburg Unified, where he established an innovative Community School program for expelled high school students throughout the District, transforming the course of many lives; and
WHEREAS, in 1978, Kirby brought his substantial skill and energy to Lake County, providing strong leadership in Upper Lake Union High and Lower Lake Unified School Districts for nearly a decade; and
WHEREAS, in 1987, he joined the Lake County Office of Education, and spent 20 years spearheading programs supporting students facing pivotal life experiences - Kirby was the Director of a Community and Court School for Lake County students (a program he developed) and the Pregnant Minor Program. He also served as Director of Child Welfare and Attendance, established the Countywide School Attendance Review Board, facilitated Crisis Intervention Prevention courses, and was a highly valued County Emergency Preparedness team member; and
WHEREAS, Kirby retired from teaching in 2007, but he did not leave the educational field, becoming a member of the Lakeport Unified School District Board of Trustees and North Coast Section of the California Interscholastic Federation Board of Managers; and...
