Subject:                     1:00 P.M. Consideration of Presentation of the 2025 General Plan - Housing Element Annual Progress Report, and 2025 General Plan Annual Progress Report

 

Executive Summary: Under Government Code Section 65400, every City/County is required to prepare and submit an Annual Progress Report (APR) on the General Plan, and the General Plan - Housing Element, to both the Department of Housing and Community Development (HCD) and the Governor’s Office of Land Use and Climate Innovation (LCI). Failure to submit the report in a timely manner can result in the jurisdiction deemed “out of compliance” with Housing Element Law.

 

The Housing Element APR serves as the standardized tracking mechanism to monitor the jurisdiction’s performance, covering:

 

                     Housing Production: A detailed accounting of all housing units-categorized by income level-that have received building permits, certificates of occupancy, or discretionary entitlements.

                     Program Implementation: A status update on the specific policies and programs committed to in the Housing Element, such as zoning amendments, density bonus usage, and the removal of governmental constraints.

                     Regional Goals: Our cumulative progress toward meeting the Regional Housing Needs Allocation (RHNA) for the current planning cycle.

 

Recommended Action: Receive and approve the reports for submission to the California State Department of Housing and Community Development.
