Subject: Approve Second Amendment to the Contract between County of Lake and Redwood Toxicology Laboratory, inc. for Drug and Alcohol Testing, in the amount of $35,000.00 from July 1, 2023, to June 30, 2024, and $50,000.00 per fiscal year from July 1, 2024, to June 30, 2026, and authorize the Chair to sign.


Executive Summary:
The Lake County Department of Social Services (LCDSS) contracts with Redwood Toxicology Laboratory, Inc. for the provision of drug and alcohol testing for Child Welfare Service (CWS) client families. Drug testing is, in many cases, required by law, and is necessary to ensure child safety and participant compliance with required programs. The original agreement authorized LCDSS to spend up to $30,000.00 per fiscal year from 2023 to 2026. On August 20, 2024, the Board of Supervisors (BOS) approved an amendment increasing the compensation limit to $35,000.00 for fiscal year 23-24.

Due to an increase in Fentanyl use, with Lake County exhibiting the highest per capita rates in California, LCDSS must spend more than was anticipated in the original contract. Fentanyl cannot be detected in a routine toxicology report and requires specialized testing that costs more. This Second Amendment increases the maximum allowance to $50,000.00 per fiscal year from 2024 to 2026. This increase is necessary to ensure the continued wellness of child-client outcomes, as well as LCDSS's compliance with court orders.
