Memorandum

Date: May 19, 2026

To: The Honorable Brad Rasmussen, Chair, Lake County Board of Supervisors

From: Lars Ewing, Public Works Director

Subject: Adopt Resolution Accepting the Courthouse Solar Array Project and Directing the Public Works Director to file the Notice of Completion

Executive Summary:

The Courthouse Solar Array Project has been completed in accordance with the approved plans
and specifications and the work has been inspected and accepted by County staff. The final contract amount, including approved change orders, is $2,369,731.44.
The solar carport system is now operational and has demonstrated significant reductions in electricity costs for the Courthouse and District Attorney facilities. Initial system performance has exceeded projected energy production estimates and is expected to provide ongoing operational savings to the County. In addition, the County is preparing to apply for anticipated federal reimbursement funding through the Inflation Reduction Act elective pay provisions, which could substantially offset overall project costs. Furthermore, the project also included installation of electric vehicle charging stations, which are now operational and available for use by both County-owned and privately owned electric vehicles.
