Subject: Approve Agreement for Professional Services to Provide Alternate Public Health Officer Services with Amy B. Garlin, MD LFD LLC for a Term of Twelve Months for an Amount not to Exceed $95,000 for the Term of the Agreement and Authorize the Health Services Director to Sign

Executive Summary:

In an effort to maintain continuity of services and ensure uninterrupted vital operations and services going forward, Lake County Health Services (LCHS) recently completed a Request for Proposals (RFP) for alternate Public Health Officer (PHO) services in the event that the permanent PHO is unavailable for any duration of time.

LCHS received a proposal from Amy B. Garlin, MD LFD LLC in response to the RFP. Dr. Garlin is an Internist and Infectious Disease Specialist with over 25 years of clinical and education leadership experience in inpatient and outpatient settings in Northern California. During the Covid-19 pandemic, Dr. Garlin was recruited to join the public health response for the City and County of San Francisco. With an extensive background in disease control and prevention, emergency management, and interagency collaboration, Dr. Garlin will provide a valuable service as an alternate PHO for LCHS. Dr. Garlin's proposal scored highly and she was selected to provide alternate PHO service from August 1, 2025, through July 31, 2026.

LCHS is committed to community health and safety, and this appointment is essential to the department in meeting regulatory, strategic, and emergency response obligations without interruption. LCHS respectfully requests that your board approve this contract to provide alternate PHO services.

Staff recommend approval of the contract.
