Subject: EXTRA ITEM: (a) Consideration of "extra" agenda item; and, (b) Consideration of Letter to the Governor urging him to issue an Executive Order authorizing the Board of Barbering and Cosmetology to temporarily lift restrictions to allow local barbers and hairstylists to go into the homes of their clients to provide services during the COVID-19 crisis
Executive Summary: (include fiscal and staffing impact narrative):
(a) This item is being submitted as an "extra" agenda item. The justification for this request to consider an item not on the posted agenda is as follows:
This item came to my attention subsequent to the posting of the current agenda and there is a need to take action before the next agenda.
(b) Last week, our Board approved and sent the attached letter to the Board of Barbering and Cosmetology, advocating for temporary lifting of restrictions, allowing local operators to work in the homes of their clients. Executive Officer Kristy Underwood responded with the attached letter yesterday, advising that her Board does not have the authority to lift or waive said restrictions. Ms. Underwood goes on to advise that this could be possible by an Executive Order of Governor Newsom.
Today, I am recommending our Board send a second letter directly to Governor Newsom requesting he issue an Executive Order giving this special temporary permission, not only during while present SIP orders are in place but to also allow this again, should future waves of the disaster necessitate closure of barber shops and hair salons.
