Subject: (Sitting as the LACOSAN Board of Directors) Consideration of Request for Quarterly Report of LACOSAN Infrastructure Status

Executive Summary:

LACOSAN operates the Southeast Regional Wastewater System, Northwest Regional Wastewater System, Middletown Wastewater System, Anderson Springs Sewer, and South Lakeport Wastewater Service.

Many of the systems are aging with most being around 30+ years old. Some systems, some more than others, deal with wet season inflow and infiltration that increases the amount of effluent going into the treatments ponds doubling sometimes tripling the amount seen during dry seasons.

As the Board is aware, there have been a number of large spills that have occurred in the Southeast Regional Wastewater System, as well as other less significant spills in the other systems.

Due to increasing climate unpredictability, which is enhanced by more intensified precipitation, our wastewater systems are being tested more and more. It is important for the LACOSAN Board to have the knowledge of the systems' status in order to make better decisions on resource priorities to mitigate system issues.

Here is a sample of a quarterly report:
Quarterly report for each system should include:
- Inspections:
o # of linear feet of gravity pipeline inspection using smoke testing and camera work
o # of linear feet of forcemain inspection
o # Valve Inspections
o # Odor Control Inspections
o # Lift Station Inspections
o # of issues found
o Resolution and timeline for fixes required for issues found and potential cost
- Maintenance
o # of complaints for maintenance received
o # of pro-active maintenance
o Type of maintenance that occurred (i.e. unclog roots, unclog fat, clean out dirt, pipe replacement, pipe expansion)
- Spills
o Number of gallons spilled
o Type of spill
o Reason for spill
o Fix to resolve spill
- Sewer Pond
