Subject: Consideration of Amendment Four of the Agreement Between County of Lake and PlaceWorks for General Plan Update Webpage and Document Accessibility Improvements to Comply with Department of Justice Standards, an Increase by $29,873, for a Total Compensation Not to Exceed $2,342,467.04


Executive Summary: The original agreement between the County of Lake and PlaceWorks for Planning Services was signed by the Board of Supervisors on September 12, 2023, in the amount of $1,888,954. Three amendments to the Agreement for Planning Services have been completed on February 27, 2024, May 13, 2025, and on April 7, 2026.

The County and the Contractor now desire to amend said agreement to add compensation for additional services needed to support compliance with the technical standard established by the Department of Justice's April 24, 2026 final rule requiring all web content, including, but not limited to, internal and external websites, mobile apps, online forms, PDF's, word documents, spreadsheets, Power Points presentations, videos, audio, social media, and other online content published by state and local governments must meet Web Content Accessibility Guidelines (WCAG) Version 2.1 Level AA accessibility standards by April 24, 2026.

This final ruling regarding accessibility was not in place at the time this contract was initially executed. An additional delay occurred while interpreting whether this ruling would be applicable to our jurisdiction and conferring with IT to see if we could accomplish the same service in-house. It was confirmed by County Counsel that the earlier deadline applies, creating the urgency for this amendment.
