Subject: Approve Amended and Restated Joint Exercise of Powers Agreement Between Sutter, Nevada, Yuba, Colusa and Lake Counties, and the Cities of Live Oak, Yuba City, and Colusa, for the Purpose of Creating a Regional Housing Authority and Authorize the Chair to Sign.

Executive Summary:
As you are aware, Lake County Department of Social Services (LCDSS) is working toward the transfer of the Section8 Housing programs from LCDSS to the Regional Housing Authority (RHA) as it is not economically feasible to continue managing this program and the RHA is has the resources to take on these programs and grow the program in ways we cannot.

The Joint Powers Agreement document has been amended and all collaborating Counties and Cities within the RHA must sign that they agree to this change.

Since Lake County is within the jurisdiction of the RHA, we respectfully request the Board of Supervisors to sign off on this document approving Lake County's Sec8 to join the RHA.
