Memorandum
Date: August 11, 2026
To: The Honorable Lake County Board of Supervisors, serving as the Directors of the Lake County Watershed Protection District
From: Dr. Pawan Upadhyay, Director, and Thomas Fardig, Invasive Species Program Coordinator, Water Resources Department
Subject: Adopt a Resolution Authorizing the Lake County Watershed Protection District to Accept the California State Parks Division of Boating and Waterways FY 2026/27 Quagga and Zebra Mussel Infestation Prevention Grant and Authorize the Water Resources Director to Execute the Grant Agreement and Related Documents
Executive Summary:
The Lake County Water Resources Department requests that the Board of Supervisors, sitting as the Board of Directors of the Lake County Watershed Protection District (District), approve the attached resolution authorizing the District to accept the California State Parks Division of Boating and Waterways FY 2026/27 Quagga and Zebra Mussel Infestation Prevention Grant in the amount of $399,520.00, and authorize the Water Resources Director to execute the grant agreement and all related documents necessary for implementation.
Historically, a significant portion of the County's invasive mussel prevention efforts has been supported through state grant funding. During periods when grant funding was unavailable or reduced, the program operated at a financial deficit, requiring the use of County resources to maintain essential prevention activities. Acceptance of this grant will help offset program costs, reduce reliance on local funds, and ensure the continued implementation of this important public protection program.
Approval of the grant agreement and resolution will allow the District to continue protecting Clear Lake and Lake County's water resources from the significant environmental, recreational, and economic impacts associated with invasive mussel infestation.
