Subject: a) Consideration of a Resolution Creating Revenues and Appropriations in Budget Unit 1785 - Public Safety Facilities; and b) Consideration of the Award of Bid No. 250816 for the Lake County Sheriff Administration Facility Renovation Project in the amount of $11,965,000 to Wright Contracting General Builders

Executive Summary:
On December 3, 2024, your Board approved the financing plan and instructed staff to issue Lease Revenue Bonds for the future Lake County Sheriff Administration Facility. Government Code Section 29130 provides that anticipated revenue may be made available for specific appropriation by a four-fifths vote of the Board of Supervisors at any Regular or properly noticed Special Meeting. The estimated cost to renovate the former National Guard Armory facility, including engineering and architectural design, construction, construction management, furnishings, equipment, solar panels, and other related costs, is $20,000,000. Therefore, staff has prepared the attached Resolution for your Board's consideration to appropriate $20,000,000 for the project in Budget Unit 1785, Public Safety Facilities.

On November 12, 2024, bids were received and publicly opened for the Lake County Sheriff Administration Facility Renovation Project. Ten bids were received, and the apparent lowest responsible bidder was Wright Contracting General Builders, with a bid of $11,965,000. The bid price is less than the two independent estimates of probable construction costs prepared for this portion of the project. It is important to note, however, that other portions of construction planned for the project are not included in this construction contract.
