Memorandum
Date: June 18, 2024
To: The Honorable Lake County Board of Supervisors
From: Scott Harter, Special Districts Administrator
Subject: Consideration of the Following Appointment to the Blue Ribbon Committee for the Rehabilitation of Clear Lake
Executive Summary:
California Assembly Bill 707 (Aguiar-Curry) created the Blue Ribbon Committee and requires that the committee consist of at least nine members, one of which being an expert representing a public water supplier that draws its drinking water supply from Clear Lake who is appointed by the Board of Supervisors of the County of Lake. Currently the Special Districts Administrator serves in that capacity and Keith Ahart, a representative from Golden State Water, has been serving as the alternate. With the upcoming retirement of the Special Districts Administrator it is prudent to select a successor to serve on the Blue Ribbon Committee and to designate an alternate. Applications were received from both Keith Ahart and Scott Hornung, Special Districts Deputy Administrator and are attached for your consideration. Keith has served as the alternate and faithfully attended the meetings and is familiar with the many programs the BRC is involved in. Both applicants are qualified representatives from public water systems drawing drinking water from Clear Lake.
