Memorandum
Date: August 6, 2024
To: The Honorable Lake County Board of Supervisors
From: Rob Howe, Sheriff/Coroner; Lucas Bingham, Undersheriff
Subject: Approve Donation of M113A2 to American Armory Museum, Fairfield CA.
Executive Summary: In 1996 the Lake County Sheriff's Office received two M113A2 Armored Personnel Carriers (APC), with the assistance of the United States Marshalls Service, from the DRMO program. (serial #s C4946 & C5056). Neither M113A2 was added nor is currently listed on the Sheriff's Office fixed asset inventory. In 2014 M113A2 serial #C4946 was transferred to the Solano County Sheriff's Office. The Lake County CAO's office was notified of the transfer via a memorandum from the Sheriff's Office on March 14th, 2014. This M113A2 has since been donated by the Solano County Sheriff's Office to a military museum.
A search of archived Board of Supervisor minutes for May and June of 1996 was conducted by Sheriff's Office staff. No record of the Board of Supervisors accepting the M113A2s from the DRMO program could be located.
M113A2, #C5056, currently in the possession of the Lake County Sheriff's Office has not been operational for several years. The M113A2, in its current condition, is of no value to the Sheriff's Office and the cost to repair and maintain the M113A2 outweighs any potential value it may have.
On June 26th, 2024, Command Sergeant Major Janice R. Barnes-Cabassa from the LESO program (replacement program for DRMO) was contacted regarding the return/disposal of the M113A2. The Sheriff's Office was advised the LESO program has no record of the M113A2 and no interest in it.
In June of 2024, the American Armory Museum (AAM), Fairfield Ca, a 501(c)(3) recognized museum was contacted regarding the transfer of the M113A2 to them. AAM currently possesses numerous military vehicles including several armored vehicles and an earlier variant of an M113. A sight visit was conducted to verify their museum st...
