Subject: Award the Agreement for the South Shore Behavioral Health Expansion Project to Cupples and Sons Construction, Inc. in the amount of $4,465,409.00, and authorize the Chair to sign the Agreement

Executive Summary:

The Public Works Department publicly opened six (6) bids on April 22, 2026 for construction of the South Shore Behavioral Health Expansion Project. The lowest responsible bidder was Cupples and Sons Construction, Inc.; the bid tabulation is included for your reference. A local workforce participation discount was included in the project specifications; however, the discount did not affect the calculation of the low bidder.

The project is funded by a California Department of Health Care Services Behavioral Health Continuum Infrastructure Program grant. The FY 2026-27 budget includes sufficient capital appropriations in Budget Unit 4014.
