Subject: (Sitting as the Lake County Sanitation District Board of Directors) (a) Waive the competitive bidding process, pursuant to Lake County Code Section 2-38.2, based on the unique nature of the goods or services precludes competitive bidding; (b) Authorize Special Districts Administrator/Assistant Purchasing Agent to issue a purchase order not to exceed $126,000 to Bogie's Pump Systems for the purchase of a Fairbanks Morse 350 HP pump for Lift Station #1.
Executive Summary: (include fiscal and staffing impact narrative):
The existing 350 HP pump inside Lift Station #1, which pumps raw sewage from a portion of Clearlake to the Southeast Treatment Plant, is at the end of its useful life and has been pulled and sent in for repairs.
Once the pump was pulled, dismantled, and assessed it was found that the cost to order replacement parts to repair the pump is greater and more time consuming than the cost of ordering a replacement pump of the same make/model.
Our staff has made several attempt at obtaining quotes from additional vendors, however, Bogie's Pump Systems is the authorized regional distributor for our area. Repairing the existing pump does not make economic sense, and ordering the replacement from an east coast distributor with additional shipping costs is not practical either. Staff respectfully requests your Board approve the purchase order for the Fairbanks Morse 350 HP pump for Lift Station #1 from Bogie's Pump Systems.
