Memorandum
Date: July 23, 2024
To: The Honorable Lake County Board of Supervisors
From: Jordan Beaton, Water Resources Program Coordinator and
Pawan Upadhyay, Water Resources Director
Subject: (Sitting as the Board of Directors Lake County Watershed Protection District) 1) Approve the Agreement for Caretaker Services at the Highland Springs Recreation Area Park in Lake County, California 2) Approve the Lease Agreement, and authorize the Water Resources Director toSign the Agreements.
Executive Summary:
Highland Springs Recreation Area provides a wide variety of recreational use from water activities to hunting activities, including swimming, hiking, horseback riding, and disc golf. The park has roughly 3,000 acres of open space with trails, and about 30 acres of regularly used park space with bathrooms and barbeque grills. Within the Recreation Area there are two dams, Adobe Reservoir and Highland Reservoir. The park and the two reservoirs are maintained by the Lake County Watershed Protection District (District). Because staff and budget are so limited, it is essential to have a Caretaker to maintain the park after hours as well as monitor and assist with the multi-use of the park.
Attached for your review is the Agreement for Caretaker Services at the Highland Springs Recreation area as well as the Lease Agreement for the Caretaker House. By approving these two items, the District will be able to begin recruiting for the Caretaker position.
