Subject: Authorize the Public Services Director to Issue a Purchase Order to Garland Company for Roofing Materials not to exceed $249,323.11.

Executive Summary: On May 3, 2022 your Board approved a construction contract to replace the Courthouse roof. As discussed at that time, the materials for this project are to be purchased separately since doing so provides the County with a cost savings as well as the ability to best control the materials.

Staff proposes to purchase the materials through the State CMAS (California Multiple Award Schedules) Procurement Contract # 4-20-56-0006B. By approving this purchase your board concludes that it is in accordance with the "Cooperative Purchases" section of the Lake County Code (Section 2-38.4), which states that competitive bidding requirements shall be deemed fulfilled when materials have been competitively bid and awarded by another awarding authority that is a government agency, an entity constituted for a government purpose, or a cooperative purchasing authority.

The project is funded through Budget Unit 1778, Capital Projects, which has sufficient appropriations to support this purchase.
