Subject: 9:30 A.M. - Consideration of Presentation to Accept and File the "2025 Roads Projects and the 2026 Regional Transportation Plan / Active Transportation Plan Update"

Executive Summary:

2025 Road Projects

The Public Works Director (DIRECTOR), at the request of the Board of Supervisors (BOARD), prepared a presentation of the 2025 Road Projects. The presentation identifies projects that the Department of Public Works (DPW) intends to design and construct in 2025.

Most projects are already funded by grants, including federal Community Project Funding (CPF), federal Highway Bridge Program (HBP), federal Emergency Relief (ER) funds, Local Highway Safety Improvement Program (HSIP), and State Transportation Improvement Program.

Staff will seek funding from Community Development Block Grant (CDBG) and Better Utilizing Investments to Leverage Development (BUILD) grant (formerly known as Rebuilding American Infrastructure with sustainability and Equity (RAISE) grant), which have not been pursued recently.

In several instances, DPW will complete the project design, so projects are "shovel-ready" then apply for grants for construction only.

For more complicated projects, DPW will develop 15% to 30% plans so accurate design and construction estimates can be developed for design and/or construction grant applications.

2026 Regional Transportation Plan / Active Transportation Plan Update

The presentation (1) details the projects in the existing 2022 Regional Transportation Plan / Active Transportation Plan; (2) describes what types of projects are typically included in each plan; and (3) suggests projects that might be proposed for the update.
