Subject: Presentation of 2024 Housing Element and General Plan Progress Reports

Executive Summary: The Community Development Department (CDD) will provide a review of the 2024 Housing Element and General Plan Annual Progress Reports (APRs) to the Board of Supervisors. Both APRs will be submitted to the Department of California Housing and Community Development (HCD) and the Governor's Office of Planning and Research prior to the April 1, 2025, deadline.


Since 1969, California has required that all local governments (cities and counties) adequately plan to meet the housing needs of everyone in the community. California's local governments meet this requirement by adopting housing plans (aka housing elements) as part of their "general plan" (also required by the state). General plans serve as the local government's "blueprint" for how the city and/or county will grow and develop and include eight elements: land use, transportation, conservation, noise, open space, safety, environmental justice, and housing.

All jurisdictions are required to provide OPR and the HCD with separate and Housing Element and General Plan Annual Progress Reports APRs by April 1 each year (covering the previous calendar year), pursuant to Government Code Sections 65400 and 65700. Attachment 1 includes the 2024 Housing Element APR and Attachment 2 includes the 2024 General Plan APR.

Each jurisdiction (counties and cities) must prepare an Annual Progress Report (APR) on the jurisdiction's status and progress in implementing its housing element using forms and definitions adopted by the California Department of HCD (Government Code Section 65400).
