Subject: Consideration of Appointment of an Ad Hoc Committee to Address Contracts and Topics Related to the Geothermal Industry

Executive Summary: The County interfaces with our geothermal industry partners (Calpine; Northern California Power Authority, NCPA; Yolo County Flood Control and Water Conservation District, YCFCWCD; Clearlake Oaks County Water District) in many areas. Current topics include the Geysers Air Monitoring Program (GAMP), the Southeast Geysers Effluent Pipeline Project Joint Operating Agreement (JOA), the LACOSAN/YCFCWCD water supply agreement, and the LACOSAN/CLOCWD agreement. Some of the noted agreements are expiring within a couple of years and work to review and revisit the agreements has begun.

Staff recommends the formation of an ad hoc committee with two board members appointed as well as staff from the relevant departments to more formally address these various topics. The suggested composition of the committee would consist of two Board members, the Special Districts Administrator or their appointee, the CAO or their appointee, the Air Pollution Control Officer, or their appointee.
