Subject: Consideration of Letter of Support and Authorization to Submit Proposition 47 Cohort 5 Grant Application.

Executive Summary:
Lake County Behavioral Health Services (LCBHS), in collaboration with the Lake County Probation Department, seeks Board approval to submit an $8 million grant application to the California Board of State and Community Corrections (BSCC) under the Proposition 47 Cohort 5 Request for Proposals. The proposed project expands permanent supportive housing, mental health and substance use treatment, and workforce development services for justice-involved individuals.
Background
Proposition 47 reclassified certain non-violent offenses from felonies to misdemeanors and allocates resulting state savings to local projects that support mental health treatment, substance use services, and housing for justice-involved individuals. BSCC's Cohort 5 RFP prioritizes cross-sector collaboration, housing supports, job training, and civil legal services in alignment with AB 1056.
Lake County's proposed project will:
* Support construction of a 20-unit supportive housing development in partnership with Rural Communities Housing Development Corporation (RCHDC), leveraging $5 million in AB 109 funds already committed to the project.
* Provide clinical treatment and case management through LCBHS, including Medi-Cal reimbursable services under the County's integrated agreement with DHCS.
* Deliver workforce readiness training in partnership with North Coast Opportunities (NCO) through their BUILD program.
* Enhance reentry support through dedicated Probation staffing and data coordination.
The grant requires that at least 5% of awarded funds be allocated to an independent evaluation of project outcomes.
