Subject: Approve General Services Agreements with GHD, MGE Engineering, Inc., and Ghirardelli Associates, Inc for On-Call Construction Management Services, and authorize the Chair to execute the agreements

Executive Summary:

In November 2025, the Public Works Department issued a Request for Qualifications (RFQ) for on-call construction management services in accordance with the County's Consultant Selection Policy and applicable State and Federal requirements, including those associated with transportation grant funding.

The requested services support the delivery of projects for the Department of Public Works and may include construction management, inspection, contract administration, project closeout, and related tasks. This solicitation was not project-specific; rather, it was intended to establish a list of qualified firms to provide services on an as-needed basis. Work will be authorized through future task orders or supplemental service agreements as project needs and funding allow.

The County received eight responses to the RFQ. A selection committee evaluated and ranked the firms in accordance with County policy and the Caltrans Local Assistance Procedures Manual. Based on this process, GHD, MGE Engineering, Inc., and Ghirardelli Associates, Inc. were identified as the most qualified firms.

The proposed General Services Agreements establish the terms and conditions for on-call services. Each agreement has a term of three (3) years, with the option to extend for up to two (2) additional one-year periods, for a total term not to exceed five (5) years. Approval of these agreements does not commit the County to any specific level of expenditure; costs will be incurred only as individual task orders are authorized and funded.
