Subject: A) Consideration of an Agreement between the Mattress Recycling Council and the County of Lake; and B) Consideration of acceptance of a micro-grant from the Mattress Recycling Council for $10,000

Executive Summary:

The California Used Mattress Recovery and Recycling Act (enacted in 2013) aims to reduce illegal dumping and increase recycling for used and soon-to-be-discarded mattresses. The legislation established an industry-run statewide program to increase the recovery and recycling of these mattresses, with the Mattress Recycling Council (MRC) as the manufacturers' nonprofit organization that implements the program through oversight by CalRecycle. The MRC is funded solely through a recycling fee collected from consumers when purchasing a new mattress or box spring, which MRC uses to contract with service providers to collect and recycle mattresses. Staff recommends that the County become a service provider with the Eastlake Landfill as the collection site.

Under the program the County would be required to accept mattresses and box springs at no cost, so long as they are in good condition and are delivered in groups of 10 or less per vehicle per day. MRC will be responsible to provide a storage container which will remain at the landfill, transportation of the units to an appropriate recycling facility, and reimbursement to the County at a rate of $2.65 per unit.

Concurrent with the coordination efforts with MRC to establish the landfill as a certified collection site, staff applied for - and the County has been offered - a $10,000 micro-grant from MRC to purchase infrastructure and equipment that will provide weather protection for collected units and a heavy-equipment mounted grapple to assist with mattress handling and transport.
