Subject: 9:15 A.M. - (a) (Sitting as the Lake County Board of Supervisors) Consideration of the Amended Clear Lake Watershed and Chi Memorandum of Understanding Co-Management Agreement, adding Koi Nation of Northern California, updating the signature page and authorize the County Administrative Officer to sign; (b) (Sitting as the Watershed Protection District Board of Directors) Consideration of the Amended Clear Lake Watershed and Chi Memorandum of Understanding Co-Management Agreement, adding Koi Nation of Northern California, updating the signature page and authorize the Water Resources Director to sign

Executive Summary:

On July 7, 2027 your Boards approved the draft Co-management Agreement of the Clear Lake Watershed to be signed by your authorized signatories at a date in the future. When your Boards considered the draft document, Koi Nation of Northern California had not yet agreed to participate but has since done so.

Since that date, Koi Nation of Northern California has agreed to participate in the agreement and has suggested a few edits since your Board last reviewed. Those suggested changes are highlighted in the attached agreement.

Also, since July 7, a few of the agencies updated information on their own signature pages. Those changes do not affect the County of Lake nor the Lake County Watershed Protection District and are highlighted as well.

This agreement is not legally binding and does not seek to remove any rights, responsibilities, or authorities of the County of Lake or the Lake County Watershed Protection District, but rather document and formally agree and mutually pledge to continue to collaborate and work together in the best interests of Clear Lake. Additionally, this could serve as a model program in the state of California.
